Don't leave your fork sock on when you wash the bike. Remove it and rinse with a garden hose or wash it in the sink with warm soapy water. Spread out the fork sock and let dry. Then， install it back to your front fork. Remember not to let it on while you're washing， or it could trap water and sand， which causes the leakage of your front fork.
